X38 EWSETA Skills Development Programmes with Stipends: Qualifications, Funding and How to Apply

The Energy and Water Sector Education and Training Authority (EWSETA) supports skills development in South Africa’s energy and water sectors. For learners interested in technical careers, its learning pathways can provide opportunities to combine training with practical workplace experience.

EWSETA publishes a list of qualifications registered with the South African Qualifications Authority (SAQA), covering areas such as electricity, water operations, renewable energy and power generation. This qualification list is a guide to study pathways; it does not confirm that every programme is currently recruiting or includes a stipend.

Examples of Qualifications Listed by EWSETA

The following qualifications appear on EWSETA’s published list:

Qualification SAQA ID
Electrician 91761
Instrument Mechanician 94701
Wind Turbine Service Technician 99559
Solar Photovoltaic Service Technician 99447
Solar Photovoltaic Standalone Systems Installer 120883
Overhead Electrical Line Mechanic 104787
Industrial Water Plant Operator 102758
Water Works Management Practitioner 118808
Borehole Pump Operator 121887
Renewable Energy Technologist 122681
Radiation Protection Technician 110350
Gas Turbine Power Plant Controller 118111

Applicants can use the qualification name and SAQA ID to research the relevant entry requirements, qualification level and registration status. These are examples from the catalogue rather than advertised vacancies or confirmed funded placements.

What Types of Training Are Available?

EWSETA’s learning programme information describes a learnership as a structured programme combining theoretical and practical learning towards an NQF-registered qualification. This allows learners to develop occupational knowledge while gaining experience in a workplace.

Internships provide practical exposure during or after formal studies, helping participants apply their academic knowledge in a working environment.

Skills programmes generally offer more focused training in particular competencies. EWSETA’s published grant guidance also includes work-integrated learning, which supports workplace exposure required by qualifying TVET college and university students to complete their studies.

Do EWSETA Programmes Pay Stipends?

Some EWSETA-funded programmes provide learner stipends. EWSETA’s career guide explains that a learnership stipend is an allowance intended to help a learner attend training. The amount depends on the programme and employer, and the allowance arrangements should be agreed before training begins. Cover Update-V2

For context, an older discretionary grant guide hosted on EWSETA’s website lists the following amounts:

Programme category in the guide Published stipend
Unemployed learnership learners: NQF Levels 1–4 R36 000 annually
Unemployed learnership learners: NQF Level 5 R38 000 annually
Unemployed learnership learners: NQF Level 6 R40 000 annually
Unemployed skills programme learners R3 000 monthly

These are historical guideline amounts, not confirmed stipend rates for a current intake. The document contains references to an earlier funding window. Applicants should obtain the actual stipend amount, payment schedule and conditions from the current programme advertisement and learner agreement.

Understanding Accreditation

Although opportunities are often described as “EWSETA-accredited programmes”, applicants should check the precise qualification and training provider approval.

EWSETA’s accreditation page states that accreditation of skills development providers for occupational qualifications falls under the Quality Council for Trades and Occupations (QCTO). A qualification’s appearance on a SAQA list does not, by itself, establish that a particular provider is approved to deliver it. Prospective learners should verify the provider’s accreditation for their chosen qualification.

Who Can Apply?

Eligibility depends on the advertised opportunity. Before applying, check:

  • The required school subjects, results or previous qualification.
  • Whether the programme accepts unemployed applicants, employed learners or students needing workplace experience.
  • Any age, citizenship or residence requirements.
  • The training location and attendance commitments.
  • Whether workplace placement and a stipend are included.

There is no single entry requirement applicable to every qualification on EWSETA’s list. Applicants should follow the requirements attached to the specific training opportunity.

How to Find and Apply for Funded Opportunities

Start with the EWSETA qualification list to identify a suitable career pathway. Then look for a current recruitment advertisement from an employer or training provider offering that programme.

Before submitting an application, confirm the qualification title, SAQA ID, provider accreditation, programme duration, funding coverage and closing date. Prepare the documents requested in the advertisement, which may include an ID copy, CV, academic results and proof of residence.

EWSETA’s discretionary grant announcements should also be read carefully: these funding windows may invite applications from organisations, employers and training providers rather than individual learners. For example, its published 2026/27 grant announcement had a closing date of 1 April 2026, which has already passed. Energy & Water SETA

Support for Stipend Payment Queries

Learners already participating in EWSETA-funded programmes can send stipend payment queries to stipendqueries@ewseta.org.za.

EWSETA requests the learner’s full name, identification number, programme name, skills development provider, host employer, outstanding stipend period and relevant supporting information. This address is for payment queries rather than new programme applications. Energy & Water SETA
