Community Convenience Shops Support Programme
Objectives
The programme aims to support township and rural community convenience shops, including spaza shops. Funding will be used to refurbish businesses and enable wholesale aggregation. Beneficiary businesses will receive both financial and non-financial support, including technical skills development, assistance with regulatory compliance, and capacity-building initiatives.
Participation
The programme seeks to increase the involvement and active participation of South African–owned spaza shops in the retail trade sector, with a strong focus on township and remote rural communities.
Affordability
The initiative promotes access to affordable, safe, and quality products reducing the cost of living for residents in townships and rural areas through locally owned spaza shops.
Support
Locally owned spaza shops will be supported through capacity-building, improved operational efficiency, and access to competitive pricing enabled by strategic partnerships.
Sustainability
The programme assists spaza shops in leveraging bulk purchasing opportunities and receiving ongoing business support to enhance long-term growth, sustainability, and competitiveness.
Funding & Support Offered
Financial Assistance
Eligible businesses can receive funding of up to R100 000, comprising:

R40 000 as a grant

R50 000 as a blended grant and loan

R10 000 in non-financial support
Business Growth & Development
Beneficiaries will receive business management training in areas such as stock control, digital literacy, and financial management to strengthen operations and competitiveness.
Operational Support & Upgrades
The programme supports shop upgrades including improved shelving, refrigeration, and security, as well as the integration of digital payment solutions and inventory management systems.
Empowering Township and Rural Spaza Shops
The Spaza Shop Support Fund, supported by the Department of Small Business Development (DSBD) and the Department of Trade, Industry and Competition (the dtic), is designed to strengthen township and rural convenience stores through comprehensive financial and non-financial assistance.
What the Fund Provides

A 50% grant and 50% loan structure for funding above R50 000

Eligibility: 100% South African-owned businesses
Local Procurement
Funding must be used to purchase goods and services from accredited local suppliers whose offerings comply with relevant regulatory requirements, particularly for setup and operational needs.
Non-Eligible Expenses
Funding may not be used for personal or non-business-related expenses. The sale of alcoholic beverages is strictly excluded.
