Learner Portal
A learner portal has been developed to collect information from individuals seeking training opportunities. Registering on the learner portal allows employers and training providers to easily identify potential learners. Information captured on the portal may be shared with employers, training providers, and partners offering Services SETA-funded programmes.

The Services SETA Learner Portal allows prospective learners to manage their profiles directly with the Services SETA. Through the portal, users can:

How Does It Work?
To have your information shared with training providers, employers, and institutions offering education and training opportunities, you must register online and create an account. During registration, you will need to provide the following details:

Username – a name of your choice

Password – a secure password of your choice

Email address – your personal email for official communication

ID number – your South African ID number as reflected on your ID document
Once registered, your information will be stored by the Services SETA’s Project Coordination Unit and used when relevant opportunities arise. It is important to ensure that your details remain current.

What You Need to Know – Learner Rights and Responsibilities
Once enrolled in a learning programme, learners must understand both their duties and their rights. Learner agreements with employers are governed by the Skills Development Act, the Basic Conditions of Employment Act, and the Unemployment Insurance Act. These laws outline the responsibilities of both learners and employers involved in learning programmes.
Both employed and unemployed individuals may participate in learning programmes. Employed learners can register through their employer or within their sector, while unemployed learners may register via the Services SETA Learner Portal or through an accredited Services SETA training provider.
Learner Rights
Learners are entitled to:

Receive an induction into the workplace-based learning programme

Be educated and trained according to the approved learning programme

Access all necessary resources required for the programme

Undergo internal assessments and access assessment results

Participate in final external summative assessments

Receive a certificate of competence upon successful completion

Unemployment Insurance Fund (UIF)
Learners who receive a stipend during their learning programme are eligible for Unemployment Insurance Fund (UIF) benefits. A total contribution of 2% of the stipend is deducted, with 1% contributed by the learner and 1% paid by the employer.
